Public Hearing Notice for Twin Cities

PUBLIC HEARING NOTICE

The City of Cabool will hold a public hearing on Monday December 5, 2022 at 5:00 p.m. at the Cabool City Hall, 618 Main St. Cabool, MO 65689 to discuss City’s submission of an application for the FY22 Community Development Block Grant (CDBG) Industrial Infrastructure program. The City is interested in obtaining all citizen input on community development needs within the city. As part of the hearing process citizens will be asked to verbally assist in the completion of a Needs Assessment document. The document will detail what the residents feel are the strengths and weaknesses of the community.  The City of Cabool needs as much local participation as possible in order to reflect the true desires of the community as a whole, as well as the comments related to the proposed project application.

The state has established a maximum application request for each funding category. Activities that are eligible for funding include the improvement of public works, public facilities, housing rehabilitation, and others allowed by law. At least 51% of the funds must be used to benefit low-and-moderate income persons. No displacement of persons will be proposed.

The City of Cabool is proposing to implement storm water drainage improvements and a new roadway entrance into the Twin Cities Industrial Park in Texas County, MO.  This project will support an expansion of an existing manufacturing company located inside the industrial park. The proposed road construction is needed to support significant increases in employee, customer, and heavy-truck traffic into the park. The proposed stormwater drainage improvements will mitigate flooding concerns at the project site and allow for the installation of state-of-the-art manufacturing equipment to increase the output of the manufacturing facility to keep pace with rising demand.

The project, if funded, will benefit at least 51% low/moderate income persons by provide full-time employment to LMI individuals.  All citizens are encouraged to attend this public hearing to comment on the project’s proposed activities.

For more information on the proposed project, contact City Administrator Ron Scheets at 417-962-3136 or by email at rscheets@caboolmo.org. If you need special accommodations for the public hearing, including LEP assistance, please contact Ron Scheets by December 14, 2022 at 5p.m. The meeting will be held at an accessible location and the City will make every effort possible to provide reasonable accommodations.

*If grant funding is awarded, the project will be subject to an environmental review process pursuant to guidelines established by the U.S. Department of Housing and Urban Development and according to 24 CFR 58 pertaining to environmental review guidelines.  No project activities can take place until the grantee is released from environmental review conditions by the Community Development Block Grant Program.
